Use the scale tool, you'll have to compare it to the size chart while resizing.

Then it goes all blurry and if its an outline, there are some broken lines. Is that supposed to happen? jw

What I do is
Open GIMP --> Open your image --> Image ---> Scale image--> and just put in the size you want
